What is it ?

The Motoring Insurance Database (MID) is a collective database set up by the majority of the motoring insurance industry to bring together certain details about all cars and customers on a central database in order to check consumer policies with other insurers.

It is there to detect several things, not least multiple insurance claims. It is also to check vehicle ownership details and to check whether whether car tax can be allowed . If there is no valid insurance in place, car tax will not be issued online.
